Safe Work Australia invites comments on the Asbestos Framework Review, a national assessment of how the model WHS framework can better manage risks and drive prioritised elimination of asbestos-containing materials (ACMs). Feedback closes at 11:59 PM (AEST) on Sunday, 26 April 2026.

What the Asbestos Framework Review is assessing

The national policy body is currently reviewing WHS model laws — regulations, codes of practice and supporting guidance — to pinpoint where legal obligations could be sharpened. Three layers of the national asbestos framework sit within scope:

• Regulations governing how asbestos risks are managed before, during and after removal
• Codes of practice dealing with friable material, non-friable products, air monitoring and clearance
• Guidance that helps duty holders interpret their obligations on real projects

Why the review matters for safety outcomes

Findings feed directly into commitments made under the Asbestos and Silica Safety and Eradication Agency's Asbestos National Strategic Plan (ANSP).

“Strengthening national asbestos controls is a key ANSP priority aimed at reducing asbestos exposure and preventing future asbestos-related disease,” says Safe Work Australia.

“We welcome feedback from anyone with an interest in asbestos management.”

Anyone with practical experience of removal, demolition or maintenance activity can contribute. Broad input helps shape more consistent safety expectations across every jurisdiction, and comments are encouraged from:

• Health and safety representatives plus committee members
• Licensed removalists, demolition contractors and builders
• Facility managers, asset owners and local councils
• Medical practitioners along with public-interest advocates
• Product suppliers as well as industry associations

How duty holders can prepare documentation

Safety professionals reviewing internal procedures should confirm site paperwork reflects current work health and safety duties.

Documented controls remain frontline protection whenever ACMs are disturbed. Teams can refresh relevant Safe Work Method Statements (SWMS), including the non-friable asbestos removal SWMS, procedures covering asbestos safety when working in roofs, and the Asbestos (Safe Handling) SWMS for Victoria.

Practical checks before lodging feedback

• Confirm registers and management plans remain current
• Verify contractor licence classes suit each scope of removal
• Retain clearance certificates alongside project records
