In brief: WorkSafe New Zealand advises that all non-essential outdoor work should be postponed while red rain alerts remain in force across parts of the North Island. WorkSafe is encouraging businesses operating in areas affected by weather conditions to put in place comprehensive procedures to protect their workforce, as red rain alerts continue to be in effect in certain areas of the North Island.

According to WorkSafe, any outdoor work that is not essential ought to be delayed.

WorkSafe’s Acting Northern Regional Manager Jason Gibson said risks can frequently change in harsh outdoor environments.

“Emergency response procedures should be under constant review. If workers are out in the adverse weather they should take into consideration the changes in conditions – there needs to be an ongoing dynamic risk assessment.”

Why severe weather changes the risk picture hour by hour

Flooding, wind gusts and lightning rarely arrive on a predictable schedule. A morning hazard review can be obsolete by lunchtime, which is why supervisors need authority to stand crews down without waiting for approval from senior management.

Dynamic assessment means re-checking access routes, ground stability, overhead lines and river levels each time conditions shift. Photographs, forecast bulletins and short toolbox talks feed useful evidence into the site risk register, and into your broader management system.

Recovery tasks also rely on equipment never intended for storm duty. Pumps, wet-vacuums and dehumidifiers introduce fresh hazards – trailing leads, noise and manual handling strain – which competent management planning should anticipate.

Finally, log every defect. Effective equipment management depends on records showing what was quarantined, who authorised repairs and when gear returned to duty.

Fire risk rises once the water recedes

Storms and fire seem unrelated, yet damaged wiring, overloaded circuits and improvised generator connections are common ignition sources during recovery. Fire management planning should therefore accompany flood response, not trail behind it.

Practical steps include keeping extinguishers accessible, refreshing evacuation diagrams and rehearsing muster drills with wardens. Where a fire brigade may be delayed by road closures, emergency management arrangements need a longer self-sufficiency window.

Construction sites carry the heaviest exposure

Open excavations, scaffolds and partially clad structures make construction work uniquely vulnerable to wind and rain. Site management should walk the ground before shift start, and again as forecasts change.

Trench collapse potential increases sharply in saturated soil, so a construction supervisor must reassess shoring, battering and spoil placement rather than relying on yesterday’s sign-off. Scaffold tie-in management deserves an equally fresh eye.
